Im no mechanic but i know a few things and im not sure where to start on this problem.  I have a 1996 3.1 monte carlo which out of nowhere one morning i started it and it would not idle.  If i manually idled it, it stays started but in low rpms runs rough. Alot of spitter and sputter.  If i drive it it runs normal in the highier rmps above about 2k.  While driving it around the block i went to stop and my breaks where very tight.  It seems like it sucking air in through the break fluid cap.  Maybe a vaccum problem?  I thought maybe it was just the fuel filter finally went bad so i replaced that and then started my car.  It was doing the same thing as before and started reving itself.  Then the rubber fuel line thats right by the filter burst.  So im kinda scared my car died and i was wondering about any suggestions or cost to fix it.  Thanks

Check your fuel pump.

Possibly your idle air control valve. Dirty throttle body.  Bad MAF.  Maybe a bad egr valve.

Throttle body you can clean.  Your MAF you can unplug and see if your car runs better.  EGR i dunno how to test, and same with iac valve.
Other than that, might be a fuel pump.

Thanks for your help first off.  I''m thinking its not the fuel pump i can hear it kick on and the line is definitely being pressurized.  Ill check out the MAF, throttle body, and IAC valve. If not, im just taking it to a buddy who has his own shop.  Fairly cheap, he used to be a GM dealer mechanic.
